Under Scheme X, BIS grants certification in two possible forms:
• Licence – Issued when the manufacturer wishes to produce the product on a continuous basis and mark it with the Standard Mark (ISI Mark)
• Certificate of Conformity (CoC) – issued for limited, batch-wise, prototype, or one-time production, where continuous marking is not required.
This certification confirms that the product conforms to the relevant Indian Standard and complies with all safety and performance parameters as prescribed by BIS.
Scheme X primarily covers machinery and electrical equipment, including assemblies and sub-assemblies. Its scope includes:
• Industrial and heavy electrical machinery such as pumps, compressors, cranes, transformers, motors, switchgear, and control gear.
• Equipment notified under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, effective from 28 August 2024.
• Components, sub-assemblies, or accessories that fall under specific Indian Standards.
• Imported machinery and assemblies that must comply with Indian safety standards before being sold or used in India.
Products meant exclusively for export or those already covered under other regulatory frameworks are generally exempt from Scheme X.
Comparison between Scheme I (ISI Marking) and Scheme X:
• BIS Scheme-I:
• BIS Scheme-I applies to standard, large-scale consumer and industrial products that require ISI Marking for commercial sale and distribution.
• It primarily includes consumer goods such as electronic devices, home appliances, and general-purpose industrial equipment.
• Products approved under this scheme are authorized to bear the ISI Mark, symbolizing compliance with Indian Standards.
• The scheme is open to both Indian and foreign manufacturers.
• Certification is granted after factory inspections and product testing conducted by BIS-recognized laboratories.
• The process is relatively faster and more economical compared to other certification schemes.
• Ideal for mass-market consumer products that involve moderate safety or quality risks.
BIS Scheme-X:
• BIS Scheme-X targets specialized, high-risk, and industrial-grade equipment, often used in critical or project-based applications.
• It covers advanced products such as electrical switchgear, heavy machinery, power systems, and safety-critical devices.
• Products certified under this scheme display the BIS Scheme-X Conformity Mark or Logo, confirming compliance with BIS standards.
• The scheme is applicable to both domestic and international manufacturers.
• Certification involves comprehensive document reviews, detailed audits, and strict product evaluation procedures.
• The overall certification process is more rigorous and comparatively costlier than Scheme-I due to its high-safety requirements.
• Best suited for industries dealing with high-risk operations, where maximum safety, durability, and reliability are essential.
• Low-Voltage Switchgear and Control Gear (e.g., circuit breakers, contactors, disconnectors).
• Machinery and Mechanical Equipment such as pumps, compressors, hoists, cranes, filtration systems, and other industrial machines.
• Electrical Equipment and Assemblies such as transformers, motors, and control panels.
• Sub-assemblies, components, and parts of machinery and electrical systems where conformity with Indian Standards is required.
1. Identify Applicability – Verify whether your product is covered under Scheme X and identify the corresponding Indian Standard.
2. Prepare the Technical File – Include design drawings, material specifications, manufacturing process flow, safety features, quality control procedures, and product photographs.
3. Submit the Application – Apply through the official BIS online portal using Form I.
4. Testing of Product Samples – Get the product tested in a BIS-recognized or NABL-accredited laboratory.
5. BIS Evaluation – BIS reviews all test reports, technical documents, and the quality system.
6. Factory Inspection (if required) – A BIS officer may visit the manufacturing facility.
7. Grant of Licence or CoC – Upon compliance, BIS grants the Licence or Certificate of Conformity.
8. Listing and Marking – Certified products are listed on the BIS database.
Procedure:
• Register and apply on the BIS portal.
• Submit details of the manufacturing unit, product, and applicable standard.
• Provide testing reports from BIS-approved laboratories.
• Upload required documents.
• Pay the applicable fees.
• BIS reviews and may inspect the factory.

BIS Scheme X bridges the gap between traditional ISI certification and flexible conformity assessment systems. It offers both domestic and international manufacturers a structured path to demonstrate compliance with Indian Standards, ensuring product safety, reliability, and market credibility. This scheme promotes the Make in India and Atmanirbhar Bharat initiatives by enhancing manufacturing quality and consumer trust.
For Domestic Manufacturers:
The overall certification process usually takes around 2 to 3 months, depending on several factors such as the complexity of the product, the completeness of submitted documentation, testing schedules, and audit coordination. Timely submission of accurate documents and test reports can help expedite approval.
For Foreign Manufacturers:
For overseas applicants, the processing period generally ranges from 4 to 6 months, influenced by factors like product type, document verification, factory audit scheduling abroad, customs clearance for test samples, and the duration of laboratory testing.
